Bridging the Digital Divide Since 2019

Tech 4 All Tennessee (formerly ROANEnet) is a community-based 501(c)(3) nonprofit organization dedicated to ensuring that everyone in East Tennessee has access to technology, digital literacy training, and the resources needed to thrive in our increasingly connected world.

Founded in 2019 by Dayle Beyer and Tony Beyer, our mission emerged from a simple observation: many families and individuals in rural East Tennessee lacked internet access, the digital devices and the skills to fully participate in modern lifeβ€”from applying for jobs online to accessing healthcare portals, managing household finances, or staying connected with loved ones.

To bridge the digital divide by providing digital devices, comprehensive digital literacy training, and workforce development programs that empower individuals and families to learn new skills, earn better livelihoods, and succeed in the digital age.

Our Service Area

What started as a local effort has grown into a regional force for digital access and opportunity, now serving seven counties across East Tennessee.

Through partnerships with local organizations, schools, government agencies, and community centers, we bring digital literacy training and technology access directly to the communities that need it most.


Our Programs

Tech Goes Home Training

15-hour digital literacy training + free Chromebook for graduates. Perfect for beginners, seniors, parents, and anyone building foundational computer skills.

LIFE-STEP (Life Skills & Tech Empowerment Program) Training

15-hour digital literacy training workforce readiness training covering essential life skills for success, Microsoft Office Essentials, AI Essentials, resume building, and professional communication. Graduates receive a free refurbished laptop.

LIFE-STEP Workshops

3 hour workshops designed specifically for advancing digital literacy skills in Project Management, Excel, Cybersecurity, Telehealth Navigation, and more.

Tech 4 All Lab

We collect older computers, refurbish and distribute computers to low-income families, students, and individuals who lack technology access at home.


Our Impact

Since 2019, Tech 4 All Tennessee has:

βœ… Trained 500+ people in digital literacy and workforce readiness skills
βœ… Served 7 East Tennessee counties with consistent, quality programming
βœ… Achieved 90% program completion rate through supportive, participant-centered instruction
βœ… Partnered with Tennessee College of Applied Technology (TCAT), local chambers of commerce, and workforce development agencies


Our Approach

We believe that access to technology and the skills to use it confidently are no longer optionalβ€”they’re essential for:

  • Employment – Most jobs require online applications and basic digital skills
  • Education – Students need computers and internet access for homework and learning
  • Healthcare – Telehealth portals and appointment scheduling are increasingly digital
  • Civic Engagement – Government services, voting information, and community resources are online
  • Family Connection – Video calls, email, and social media help families stay close

Our programs remove barriers by providing free training, free equipment, and wrap-around support that addresses the real challenges rural East Tennesseans face.

Our Commitment to Sustainability

Technology access and environmental responsibility go hand in hand. Through our computer refurbishment program:

  • We collect donated computers and devices from individuals and businesses
  • Our team refurbishes equipment to extend its useful life
  • Devices beyond repair are recycled responsibly through certified e-waste processors
  • Over 2 million pounds of e-waste has been diverted from East Tennessee landfills

Every computer we distribute represents both economic opportunity for families and environmental stewardship for our community.
